Start putting on the cover on the rear wheel and stretch it along the entire length of the bike, hide the base of the fork in a special pocket (if there is one);
Stretch the cover as much as possible and turn the bike over;
Put the front wheel in the special compartment of the cover (if there is one), it can be located both inside and outside.

If the question arises why it is the front wheel to be removed, and not the rear, the answer is simple - simplicity and time saving (removed and installed). If you remove the rear wheel, then during transportation, you can damage the rear derailleur and then have to tinker with its adjustment.
